Let users create Views, but not edit Resources

If I want to let users be able to create their own Views in the Calendar, it seems I have to give them Manage rights to the entire Calendar module. But in doing so, they also then have the ability to mess with the Resources tab. I don't like that. I want our users to just be able to make their own Views, not mess with all the administrative elements. Am I just doing it wrong?

We will change this soon. I think everyone should be able to create views.
