You need at least write permissions either to dir /etc/cron.d/ or to the file /etc/crontab. It's easiest way to add your task to /etc/crontab as I described before. If you don't have permissions to one of these, you can't get it work and you should contact your webhoster.

Well, you posted this error message -> "(Failed to open socket #110. Connection timed out)" which means, you try to connect to your account via pop protocol (port 110). So, if this is true, you're using wrong parameters.
