location for config.php

I want to test the newest version of GO 6.3.X but the clean installation fails because I have no write access for /etc
I have selected php 7.0.32 and the version of GO for that, and have put the files in the public folder for web access and the config file one directory higher. But it seems that GO does not recognize it, and unfortunately I have no write access for the /etc folder (not allowed by my hosting provider), but the docs say it should work this way. But during the installation wizard it says

Please create a writeable config.php file here: /etc/groupoffice/config.php.
And when I put the config file directly in the main directory of GO (for my GO Version 6.2.X it works this way), the Website is not loading anymore with an error 500.

Can I change the code so that GO explicitly knows the config file is a directory higher?
