adding & deleting Calendars

When a new user logs in, he/she get's his/here own calendar right away. I do not want that, can it be done? (I only use 'shared' calendars, so there is no need for other calendars then the ones created by the admin)

Another thing is....once a user is logged in, go to 'calendars' and he/she can delete all calendars he/she has access to. I want them to have access (read and write) but i DO NOT want that they are able to delete calendars......
